Sand the surface of each decals to reduce the impact of its thickness, this will make the surface more 'flat' no matter it is covered by paints or decals.

After the sand job, 3 more layers of gloss clear.

Clean up the last paint layers which were fail and re paint using Tamiya water base paints. Much better this time round. Waiting for paints to dry completely, some minor touch up and ready for next step.
